John Dugan was elected to the City Council in 2020, John values the wonderful character and charm of San Carlos and believes local government should be responsive, efficient, transparent and most of all reasonable. John’s priorities include improving our
sidewalks and roads, making housing more affordable, planning an even better downtown and ensuring new development works for everyone in San Carlos.
Prior to joining the City Council, John served on the San Carlos Planning Commission and coached youth sports. Earlier in his career, John worked as a finance executive at Kiva Systems and led artillery units as a Captain in the U.S. Army. John holds a B.S. from the U.S. Military Academy at West Point and a J.D. from Stanford Law School.
John and his wife Julia moved to San Carlos in 1999 and rented an apartment on Portofino Drive for five years before purchasing their house on Chilton Avenue. John works as a legal and business consultant and helps Julia run the Academy of American Dance in Redwood City through which he has learned firsthand the many challenges faced by small businesses on the Peninsula. Together they are raising three amazing children, Jake, Jacqueline and Joya and also a great big basset hound named Juggernaut.
